Cell Theory:

No (non-movie) Android can transform. Gero couldn't live long enough to finish Cell, so he programmed in him the ability to transform. But if Gero always had this knowledge, surely he would program that ability into his other androids, right? That leads me to believe that the reason Cell can transform at all is the presence of Frieza's (and maybe King Cold's) DNA in him.
